Although the substitution of water for VOC is acceptable in numerous regulated consumer product categories, there are a number of product categories that can tolerate only partial substitution with water and still provide the consumer with the desired performance attributes. There are some product categories where the presence of water would render the product ineffective for its intended use. In instances where the continued use of an organic solvent/carrier is needed, the LVP-VOC exemption allows formulators to use low-volatility ingredients which meet specific regulatory criteria.
